Iarnród Éireann Third Party Works
Outside people or agencies on occasion wish to carry out works which affect the railway. There are many examples of this, which can range from such as pipes under the railway, construction of bridges or other structures over the line. In this context, we call such people “third parties”.
The Railway Safety Act 2005 places an obligation on all persons carrying out any works on or near the railway to ensure that there is no increase in risk to the railway as a consequence of these works.
In the interests of national development, IÉ aims to facilitate works by a third party in a timely manner while safeguarding the railway’s interests, of which a primary one is of course safety.
We have prepared standards for the information of third parties which shows the main processes for meeting IÉ’s requirements.

This should be consulted first. It provides preliminary guidance for third parties on:
- What to expect
- Who to contact
- How permission to carry out the works may be granted
- What activities will be charged for
- What supplementary information may be required, such as method statements, design approvals and movement monitoring

Contractor Personal Track Safety (PTS) Training Course and Medical Requirements
Third party personnel who have to work on or near the railway line are required to attend the IÉ Contractor Personal Track Safety (PTS) Training Course delivered by Iarnród Éireann (IÉ) and to possess a current Personal Track Safety (PTS) certificate. Prior to attending the (PTS) Training Course prospective attendees must meet the medical standards set out by the Chief Medical Officer Iarnród Éireann as stipulated in the IÉ Contractor PTS Medical Guidelines. Third parties are advised to arrange for this well in advance of the time their personnel are due to go on or near the railway line, and to factor this into their project timescale.
