Phoenix Park Tunnel services and minor Heuston revisions from Mon 21st November

Iarnród Éireann has confirmed that new commuter services connecting stations between Newbridge and Parkwest with Connolly to Grand Canal Dock via the Phoenix Park Tunnel line will commence on Monday 21st November.

The introduction of the new services follows an investment of €13.7 million in upgrading the Phoenix Park Tunnel route, funded by the National Transport Authority.

A small number of minor alterations to other services to/from Heuston will also take effect from this date, and the final schedules have been approved by the National Transport Authority following public consultation.

Phoenix Park Tunnel services

Seven new morning peak trains to Grand Canal Dock, and eight new evening peak trains from Grand Canal Dock begin on Monday 21st November, with limited stop services in the opposite direction:

These services will serve all stations between Newbridge/Hazelhatch and Parkwest; and Drumcondra, Connolly, Tara Street, Pearse and Grand Canal Dock, except those marked * which will serve limited stops – search the journey planner above for exact times. They will not serve Heuston Station – customers for Heuston should use existing trains between Newbridge/Hazelhatch and Heuston Station.

Services will also ensure connections at Hazelhatch/Newbridge for customers travelling on longer distance commuter services to/from stations such as Kildare, Portlaoise and others.

The new services give a new direct public transport connection between stations in south-west Dublin and north Kildare and the central business district between Connolly and Grand Canal Dock.

This is the first phase of services to operate via the Phoenix Park Tunnel. Iarnród Éireann and the National Transport Authority plan to expand services in the future to include off-peak and weekend services.

Minor revisions to other Heuston routes

To accommodate new Phoenix Park Tunnel services, the following minor changes to timetables will take effect from Monday 21st November:

Commuter services
  • 06.40 Heuston to Newbridge advanced to 06.35
  • 08.30 Heuston to Portlaoise advanced to 08.25
  • 17.20 Heuston to Portlaoise deferred to 17.28
  • 17.55 Heuston to Newbridge cancelled
  • 18.10 Heuston to Portlaoise advanced to 18.05 and calls additionally at Parkwest and Clondalkin Fonthill
  • 18.55 Heuston to Portlaoise deferred to 19.05hrs
  • 06.25 Portlaoise to Heuston operates 2 to 3 minutes earlier from Monasterevin onwards
  • 06.30 Carlow to Heuston operates 2 to 4 minutes later from Newbridge onwards
  • 07.20 Portlaoise to Heuston advanced to 07.17
  • 19.30 Portlaoise to Heuston advanced to 19.17

Public consultation

A total of 488 submissions were received from members of the public and interested groups as part of the public consultation on these services.

Below is a summary of the top 30 issues raised as part of this public consultation, indicating where the issue was addressed as requested, where an alternative solution was achieved, or where the matter was unchanged and the reason for this.

1. Supportive of Phoenix Park Tunnel (PPT) timetable

  • ADDRESSED

2. More PPT services to/from Sallins

  • ALTERNATIVE:  Extension of services from Hazelhatch to Sallins would reduce the overall number of services, and there is no turnback facility at Sallins, so Newbridge was used as terminus for some services.  Connections will be provided at Hazelhatch as part of the timetable.

3. More PPT services to/from Newbridge

  • ALTERNATIVE: Extension of more services from Hazelhatch to Newbridge would reduce the overall number of services.  Connections will be provided at Hazelhatch as part of the timetable.

4. Add Kildare or Newbridge stops to all Galway services

  • ADDRESSED (partially): Kildare and Newbridge stops added to 17.20 Galway/Heuston.  Cannot add to all services as it would impact negatively on journey times, including crossing points on single line sections.

5. Improve journey times

  • UNCHANGED: Can only be achieved at this time by removing stops.  Improvements to track ongoing to achieve in future.

6. More trains for people starting work between 08.00 and 09.00

  • UNCHANGED: Additional services are provided via PPT, but no additional trains available at present to further increase frequency.

7. PPT services to serve Kildare 

  • UNCHANGED: Extension of services to Kildare would reduce the overall number of services.  Connections will be provided at Newbridge/Hazelhatch as part of the timetable.

8. Off-peak PPT service required.

  • ALTERNATIVE: This is planned for implementation in 2nd phase of PPT services.

9. Additional peak and off-peak PPT services requested.

  • ALTERNATIVE: Additional off-peak planned for 2nd phase of PPT services. Additional peak services are not possible due to lack of additional trains and limited train paths through Dublin city.

10. Unhappy with 17.25 Heuston to Limerick advance to 17.20

  • ADDRESSED: Following customer feedback, this service will remain at 17.25.  As a result, the proposed 17.25 Heuston to Portlaoise moved to 17.28, and minor time changes to 18.00 Heuston to Cork.

11. Stop PPT services at platform 10 in Heuston.

  • UNCHANGED: Current infrastructure does not permit services to call at platform 10.

12. Weekend PPT service required.

  • ALTERNATIVE: Planned for 2nd phase of PPT services.

13. Add all stops Portarlington/Heuston to 17.20 Galway/Heuston

  • ALTERNATIVE: Kildare and Newbridge stops added.

14. PPT services to start from Portlaoise.

  • ALTERNATIVE: Extension of services to Portlaoise would reduce the overall number of services.  Connections will be provided at Newbridge/Hazelhatch as part of the timetable.

15. PPT services to connect better with Galway/Westport services.

  • UNCHANGED: Not possible to provide connections to all services, based on limited train path availability.

16. More evening peak services from GCD.

  • UNCHANGED: Not possible to provide further increases due to existing DART/Commuter and Heuston services.

17. Intercity trains to use PPT to Connolly/Pearse

  • UNCHANGED: Lack of track capacity to accommodate additional services starting/terminating at Connolly or Pearse.

18. Later evening services from GCD.

  • ALTERNATIVE: This is planned as part of phase 2 of PPT services.

19. PPT services to connect better with Dublin/Waterford services.

  • UNCHANGED: Not possible to provide connections to all services, based on limited train path availability.

20. PPT fares queries.

  • ADDRESSED: Travel to/from Drumcondra to GCD from stations on Heuston corridor will be within existing fare structures, with Leap fares distance based, and for cash Drumcondra to GCD treated as "city-centre add-on" as currently occurs with Luas services.

21. Provide stations at Cabra and Phibsboro.

  • UNCHANGED: Not part of project, and no financial resources or planning permission at present to provide stations.

22. Queries on impact on northern and western corridor.

  • ADDRESSED: Minimal impact on services.

23. Advance 08.10 Hazelhatch to GCD to 08.00

  • UNCHANGED: Not possible within other train paths - train for this service from GCD arrives at Hazelhatch at 08.04.

24. North inner city should be provided with stations on PPT line.

  • UNCHANGED: Not part of project, and no financial resources or planning permission at present to provide stations.

25. Open Kishogue Station

  • UNCHANGED: Funding not currently available to complete works, under review based on funding availability and demand assessment.

26. Remove more intermediate stops from PPT services

  • ALTERNATIVE: It is not proposed to remove stops at this time, but usage will be kept under review for consideration for future service changes.

27. Stop Intercity services at Hazelhatch for PPT connections

  • UNCHANGED: Low demand during consultation process, and would impact on journey time for many services.

28. Improve timetable for people working in Athlone.

  • ALTERNATIVE: Kildare and Newbridge added to 17.20 Galway to Heuston

29. Operate 07.35 Heuston/Galway earlier to arrive in Athlone at 08.45

  • UNCHANGED: Advancing this service would impact negatively on city-bound peak customers due to impact on crossings on single track section.

30. PPT services to connect better with Dublin/Cork services

  • UNCHANGED:  Low demand during consultation process, and would impact on journey time for many services.
