DART+ Senior Design and Construction Stage Manager Capital Investment Division – Iarnród Éireann

Salary - €95,478.67 - €98,661.27 (U05 – 3 year scale)
DART+ is a transformative programme of investment which will provide a sustainable, electrified, reliable, frequent rail service significantly increasing capacity on all the rail corridors serving the Greater Dublin Area, through investment in infrastructure and a fleet of new trains.
With the DART+ Programme moving to the Detailed Design and Construction phases, DART+ Coastal requires a Senior Design and Construction Stage Manager to manage the detailed design co-ordination, construction and site access planning and the management of construction supervision.
Responsibilities
Deliver the assigned project to authorised budget, time, quality, and scope by:
- Management of the DART+ design and construction stage teams, comprising of both internal and external resources, including Project Managers and Assistant Project Managers
- Delivering in accordance with the Safety Management System
- Managing safety
- Achievement of required project safety approvals both internal and external
- Establishing and managing delivery teams, systems and processes. These processes include for scope development, procurement processes, risk management, budget control, programme control and efficiency
- Identify, plan to address/deliver, monitor and report on delivery risks and progress parameters (KPI’s)
- To provide professional support in terms of management of projects undertaken by the Programme Manager
- The successful candidate will have responsibility for managing projects including but not limited to the DART+ BEMU, Coastal North, Coastal South and other DART+ and Capital Investment Division projects as directed by the Programme Manager
- To deputize for the Programme Manager, DART+ as necessary

Essential Requirements
- An Engineering, Construction or Project Management degree or equivalent
- Member of the Institute of Engineers of Ireland or other relevant professional body
- Demonstrated Project Management capability appropriate to the role and purpose of the position
- Demonstrated Safety Management capability appropriate to the role and purpose of the position
- Strong leadership, negotiation and interpersonal skills
- Minimum of 15 years’ experience in the management of complex, multi-disciplinary projects in a railway environment
Desirable:
- A good working knowledge of railway infrastructure and systems;
- A good working knowledge of applicable contract management and law, in particular experience with the Capital Works Management Framework (CWMF) forms of contract, and other of Contract including FIDIC and NEC;
- Experience in the delivery of Safety Management Systems such e.g. the Commission for Railway Regulation’s Authorisation for Placing In Service (APIS) process;
- A good working knowledge of applicable National and European safety, planning and environmental legislation
- Demonstrable understanding of good Project Management Procedures
- Experience of production and management of funding applications, e.g. for the National Transport Authority.
- Experience and knowledge of technical approvals processes for track and signalling
