Safety Culture Programme Manager
Location: Connolly Station, Dublin
Salary: Executive Grade E (J54)
Iarnród Éireann is seeking applications from suitably qualified candidates for the position of Safety Culture Programme Manager. The successful candidate will report into the Director of Health and Safety. This is an exciting opportunity for highly committed individuals who will assist in leading Safety Culture improvement across the organisation. They will also develop and implement the Just Culture Strategy, while managing Safety Culture improvement initiatives, ensuring senior leadership engagement.
The role will be offered on a fixed term 12 month contract basis initially with a view to becoming permanent. Performance measures set and reviewed, by the Director of Health and Safety.
Key responsibilities will include
- Ensure that IÉ meets its legislative responsibilities in relation to development of a positive safety culture
- Engage with members of the Executive Team to continuously improve Safety Culture across the organisation
- Manage and lead regular safety culture surveys and workshops within IÉ
- Communicate outcomes of safety culture surveys across the organization, tailoring the communication methods to the audience
- Develop and actively deliver Safety Culture improvement action plans in collaboration with the relevant heads of department
- Continuously improve the integration of Safety Culture principles in the SMS
- Provide tailored support for local safety culture improvement initiatives
- Chair the Just Culture steering committee, working groups, and review panels
- Coordinate development and delivery of Just Culture training
- Oversee the provision of help and support to managers on applying Just Culture principles
- Measure and monitor the progress of a Just Culture
- Manage regular communication on Just Culture across the business
- Develop and oversee implementation of a strategy for improving hazard reporting within IÉ
- Manage human factors graduates assigned to work in the area of Safety Culture
- Represent Iarnród Éireann Irish Rail on Safety Culture at international forums
Requirements and Skills
Essential Requirements
- Degree or equivalent in a relevant discipline (preferably psychology, safety, or human factors)
- Either a minimum of ten years working in a position where safety is critical (e.g. safety department, safety-critical operational role, management of safety-critical staff), or a minimum of three years working in a role responsible for supporting safety culture development
- A deep knowledge of safety culture and relevant models and approaches
- Good Communication and Interpersonal Skills
Desirable Requirements
- Experience of working in the rail industry
- Member of IOSH, or equivalent professional qualification
- Experience of the following methods: survey design, survey analysis, ethnography, workshop/focus groups
- Familiarity with Safety Management Systems
- Familiarity with railway safety legislation and the ERA Safety Culture model
