DART+ Contracts Manager /Administration

The DART+ Programme is a transformative railway project, which will modernise and improve the existing rail network, which radiates from Dublin City Centre. It will provide a sustainable, electrified, reliable and user-friendly rail system, which increases train frequencies and customer capacity.
It will create a full metropolitan area DART network for Dublin, with all the lines linked and connected. This will transform the rail system in the Greater Dublin Area (GDA), delivering new DART services between the City Centre and Drogheda, Maynooth & M3 Parkway along with Hazelhatch - Celbridge. DART+ Programme will enable an increase in capacity network-wide from the Regions to the GDA.
The Irish Government National Development plans considers DART+ as one of the key projects under its overall €35 billion infrastructural investment plan. The cumulative network effect of DART+ will increase customer capacity from circa 26,000 customers per hour per direction to a capacity to increase to a peak of 62,000 passengers per hour per direction thereafter, subject to further fleet procurement.
Responsibilities
As part of the DART+ team, the contracts manager/administrator will be responsible for ensuring the project adherence to contractual terms and conditions. Manage commercial relationships and ways of working with contractors and consultants. Key responsibilities are as follows:
- To assist the Commercial and Planning manager in the development and delivery of the DART+ Programme.
- Ensuring the contractual terms and conditions are being adhered to and fulfilled in line with the requirements of the awarded contracts.
- Assure there is full compliance in the execution of the contract administration activities and manage the reporting of non-compliance.
- Manage commercial relationships and ways of working with Contractors and Consultants to ensure continuous improvement in the delivery of works and services.
- Contributing to the management of any disputes, as required.
- Review draft contracts, ensuring they are fit for purpose and tailor to project requirements, along with co-ordinating inputs from advisors where required (e.g. legal, technical, financial).
- Assist in contract negotiations and provide guidance to Project Manager.
- Manage the auditing of the contractor’s and consultant’s accounts to ensure that costs are captured correctly.
- Develop incentivisation KPI targets and review the contractor’s performance against these.
- Assist in the review and approve Contractors and Consultants performance evaluations.
- Develop and administer an NEC administration process for DART+ Programme.
- Assist in the administration of compensation events and early warnings.
- To ensure consistent and constant communication with colleagues within your area.
- To support and comply with the people management policy within the team.
- To comply with corporate HR policies & procedures.
- To lead and provide necessary support to staff to enable the execution of their role.

Essential Requirements
- 10+ years’ experience of contract management and administration with at least 2 years of NEC experience.
- Knowledge of monitoring contractor and consultant performance
- Experience of establishing contractor and consultant performance management frameworks
- Experience in administrating contracts, in particular the NEC suite of contracts
- Experience in developing individual contract management strategies and implementation.
Desirable:
- A good working knowledge of railway infrastructure and systems and operations.
- Knowledge of construction regulations.
- Demonstratable understanding of good contract administration management procedures.
- Excellent understanding of Contracts Management.
- Demonstrated planning management capability appropriate to the role.
