Commercial Manager – Navan Line

Iarnród Éireann is seeking an experienced Commercial Manager to lead all commercial, contractual, budgeting, risk, and programme planning activities for the Navan Rail Line Project (M3 Parkway to Navan) — one of the most significant rail infrastructure investments in the State.
This is a senior leadership role within the Capital Investments Directorate, providing strategic oversight and commercial governance across all phases of the project lifecycle. The Commercial Manager will build and lead a dedicated team, including a Quantity Surveyor and Senior Programme Planner, and will play a pivotal part in ensuring effective financial control, programme performance, risk management, and stakeholder coordination.
This role reports to the Programme Manager – Navan Line and works closely with a wide range of internal and external partners.
Key Responsibilities
Delivery:
- Lead all commercial, contractual and programme planning activities for the Navan Line Project and assigned initiatives. Manage the Project Master Programme, capital budgets, procurement strategies and contract management. Provide commercial expertise during tendering and negotiations, guide scope and cost development, maintain benchmarking data, and oversee change control, risk analysis and commercial performance
Safety:
- Ensure full compliance with Iarnród Éireann safety policies and procedures, continuously manage occupational and asset-related risks, and promote a strong, proactive safety culture
People:
- Lead and mentor team members and external partners to deliver project scope, schedule and budget requirements. Foster effective communication, collaboration and professional development across multidisciplinary teams
Governance:
- Manage planning, monitoring and reporting for all assigned workstreams. Ensure adherence to all regulatory, corporate and programme governance frameworks, manage project changes within established processes, and maintain full compliance of project documentation, systems and procedures with required standards
Essential Qualifications & Experience
- Bachelor’s degree (minimum) in Engineering, Quantity Surveying, Project Management or related discipline
- Membership of a relevant professional body (e.g. Engineers Ireland, SCSI, APM, RICS)
- At least 15 years’ experience in major infrastructure project delivery, with substantial cost management and commercial leadership responsibilities
- Strong leadership, negotiation and stakeholder management abilities
- Demonstrated experience in developing and managing complex capital budgets
- High level of commercial and contractual awareness, including contract strategy development
- Experience with public procurement processes and working within NEC4 and/or the Capital Works Management Framework (CWMF)
Desirable Experience
- Knowledge of rail infrastructure, systems and operations
- Familiarity with Iarnród Éireann and NTA governance and business case processes
- Experience in safety assurance and risk management processes
- Working knowledge of Primavera P6 and cost forecasting tools
