What are the conditions of travel?

Where there is doubt regarding the age qualification, it is the responsibility of the passenger or their guardian or parent to produce satisfactory evidence of age when requested by any Iarnród Éireann staff member. Amendments and cancellations are subject to the fare purchased ie Low, Semi Flexible, Flexible, First Class. 

Children under 5 years travel free in standard class on any Iarnród Éireann services when accompanied by a passenger holding a valid ticket, provided children do not occupy seats required for paying passengers. Failure to produce a valid ticket, appropriate ID or surcharge where necessary will result in a fine of €100 together with the relevant unpaid fare.

Assistant Project Manager, Customer Information Systems (CIS)

 

Title:

  • Assistant Project Manager, Customer Information Systems (CIS), Network Enhancements, Capital Investments

Role and Purpose:

  • Assist the Project Manager with the delivery of Customer Information Systems (CIS) Projects to authorised budget, time, quality and scope targets by:
    • Project Management of the respective teams, design team and contractors et
    • Effective utilization of in-house and external resources.
  • CIS projects including but not limited to the roll out of Station Customer Service Systems (SCSS) across the Iarnród Eireann (IE) network of stations; and the new Customer Communication Centre (CCC) project located at the National Train Control Centre (NTCC) – described as follows: -
    • SCSS : Deploy the following Customer Information Systems (CIS) at each station on the IÉ network: Passenger Information Display Systems (PIDS); Public Address (PA) systems; Help Points (HP); Closed Circuit Television (CCTV); Supporting Telecommunications, e.g. cabling; All other associated infrastructure required, e.g. civils and structural works
    • CCC : Creation of a Customer Communications Centre (CCC) within the National Train Control Centre (NTCC) with a dedicated, competent staff and an Integrated Systems Management Platform (ISMP) that facilitates centralised communication functions, monitoring and remote control of station systems to both inform customers and improve their travel experience;
  • The role shall encompass all aspects of the IE Project Management Procedures (PMP) and delivery phases from project inception, design, tender, construction implementation and handover
  • Monitoring & reporting all aspects of the CIS projects to assist with the effective implementation of projects within Network Enhancements
  • To provide advice and assist with the implementation of arrangements required by applicable industry standards, regulations and legislation
  • Implementation of Iarnród Éireann and Capital Investment Division Standards.
  • To provide professional support in terms of management of CIS projects undertaken by the Programme Manager, Network Enhancements
  • To deputise as necessary for the PM, CIS
  • Responsible for any other duties instructed by the PM on the CIS project
  • Responsible to work on any other project(s) as required within Capital Investments.


Reporting Relationships:

Reports to:

  • Project Manager, CIS Projects, Network Enhancements.

 

Working Relationship With:

  • Primary working relationships with all staff working in the Network Enhancements Business Unit and Capital Investments Division (CID) – including Programme Managers, Project Managers, Planners, Contracts Managers, Accountants, Task Leaders and Designers
  • Close working relationship with external Contractors and Consultants appointed to complete elements of Customer Information Systems Projects to ensure that all areas related to the detailed design and implementation of the works are accessible and unhindered
  • All Station Managers across the Iarnród Eireann network of stations during the detailed design and implementation stages of the projects
  • Project Support Staff working in the wider organisation, including Signalling, Electrification and Telecoms (SET) department, Chief Civil Engineer - Building and Facilities (CCE B&F) department, Chief Civil Engineer – Mechanical and Electrical Department (CCE M&E), IE Procurement Department, IM Operations Department, Railway Undertaking, IT department, CIE Group Solicitors, CIE Group Property, etc
  • External agencies, including local authorities, National Transport Authority (NTA), Commission for Railway Regulation (CRR), utility providers etc.

 

Key Qualities:

Essential:

  • A Building, Engineering, Construction or Project Management degree
  • Member of Engineers Ireland or other relevant professional body
  • Minimum of 5 years project engineering experience in a relevant engineering environment
  • Good leadership, negotiation and interpersonal skills
  • Good communication skills across large scale projects where coordination with various stakeholders is essential
  • Relevant general management and project management experience
  • Demonstrable ability to manage similar projects of scale and content
  • Demonstrable ability to assist with producing and managing budgets of similar type and scale project
  • Demonstrable ability to produce and manage programmes of similar type and scale projects
  • A full driving licence.

 

Desireable:

  • Experience in the management of complex, multi-disciplinary projects preferably in a railway environment;A good working knowledge of railway infrastructure and CIS systems similar for implementation across the CIS Projects;
  • A good working knowledge of the Construction Regulations.
  • Ability to produce tender documentation.
  • Experience of new build and building refurbishment projects
  • Knowledge of contract drafting, management and law, in particular experience with the Capital Works Management Framework (CWMF), NEC and Public Works forms of contract;
  • A good working knowledge of applicable National and European safety, planning and environmental & sustainability legislation
  • Understanding of Iarnród Éireann Project Management Procedures
  • Understanding of the National Transport Authorities Project Approval Guidelines
  • Experience of production and management of funding applications for the National Transport Authority.

General Management Responsibilities:

 

  • Safety: To act as a focus for safety in line with the New Works SMS and to discharge your safety responsibilities as outlined by your reporting Manager and Safety Responsibility Statement (SRS). Implementation of the Construction Regulations
  • Engineering: To ensure that all projects are properly authorized and progressed in accordance with the Building Regulations, IE and IM policy, standards and procedures
  • Business: To manage, coordinate and control all projects and related activities for your business
  • People: To ensure constant communication with all colleagues within your area (including any associated internal / external stakeholders and multi-disciplinary consultancy partners) and to support the People Management policy within the IM team.

 

Specific Responsibilities:

 

Engineering

  • Assist the Programme and Project Manager, Network Enhancements, in the development and implementation of Infrastructure and systems related to CIS Projects
  • Responsibility in your area of control for the feasibility work, surveys, detailed design, tender and procurement, construction, commissioning and handover of CIS projects, in coordination and consultation with various multi-disciplinary consultants and contractors
  • Responsible for ensuring that projects are managed in accordance with defined project management and control procedures
  • Responsible for the ongoing implementation of appropriate project and contract control mechanisms and for their monitoring and reporting
  • The successful candidate will have responsibility for supporting all aspects of the delivery of Customer Information Systems Projects

Safety

  • You will completely and fully deliver your responsibilities as specified in the
    Safety Responsibility Statement which accompanies this role
  • Adhere to the requirements of Capital Investments Safety Management Procedure for Project Audits/Safety tours
  • Observe and comply with all IE, IM and Capital Investments department policies, standards and procedures and facilitate compliance with the Company’s Safety Management System
  • Undertake and manage, as appropriate, incident investigations as requested
  • Review on an on-going basis risks relevant to your role including both occupational and asset related risks
  • Responsibility to ensure periodic monitoring is carried out to ensure appointed persons under the regulations are carrying out their functions
  • Where involved in design works, ensure that all projects are designed by competent persons and are that the design is capable of being constructed to be safe and without risk to health, is capable of being maintained without risk to health during subsequent use and complies with the relevant statutory provisions
  • Attending, as required, Network Enhancements Safety Review Workshops to review safety performance and ensuring that all actions and initiatives related to track, plant and equipment, structures safety and project safety for projects under your control are progressed and concluded in a timely manner within the Network Enhancements Department
  • Ensure the appropriate safety assurance process is followed for each project under your control
  • Ensure that all works carried out from design through to handover comply to all relevant construction regulations and legislation
  • Implement the construction regulations
  • Implementation of IÉ SMS 14 process.

People

  • Comply with corporate HR policy and procedures
  • Managing your team to ensure that responsibilities and priorities are appropriately assigned to achieve your safety objectives
  • Lead and provide all necessary support to staff to enable the execution of their role

Finance

  • Plan, monitor and report on all financial aspects of those works for which you are responsible
  • Prepare and manage budgets as necessary ensuring all chargeable and non-chargeable items (person hours) are accurately captured
  • Monitor all works so that accurate payments can be made based on works completed (both for multi-disciplinary consultants and implementation contractors)
  • Undertake all activities in line with the Iarnród Éireann governing procurement policies and procedures
  • Support the Project & Programme Manager in the preparation of quarterly interim and annual stewardship reports, identifying:
    • Performance against each objective
    • Actual and forecast expenditure against budget
