Environmental and Planning (Process) Manager Navan Railway – Capital Investments

Irish Rail (Iarnród Éireann) is seeking an experienced and driven Environmental and Planning (Process) Manager to play a leading role in the delivery of the Navan Railway, one of Ireland’s most significant rail infrastructure projects. This senior role is ideal for a candidate with a strong track record in statutory applications for major linear transport projects and a passion for delivering sustainable, high quality infrastructure.
What You’ll Be Doing
You will lead the full lifecycle of the Railway Order (RO) Application under the Transport (Railway Infrastructure) Act 2001, ensuring all planning and environmental requirements are delivered to the highest technical and legal standards. Your responsibilities will include:

Essential Criteria
- Degree in Environmental Science, Planning, Engineering, or related field (postgraduate desirable).
- 7+ years’ experience delivering EIARs for major infrastructure projects, ideally linear transport.
- Proven experience preparing and coordinating Railway Order or equivalent statutory applications in Ireland.
- Strong knowledge of Irish and EU environmental and planning legislation.
- Excellent communication and stakeholder engagement skills.
- Demonstrated leadership across multidisciplinary teams.
- Strong attention to detail with the ability to maintain strategic oversight.
Desirable
- Experience working on railway projects.
- Understanding of project management procedures.
- Experience in multidisciplinary environments.
- Coaching, mentoring, and presentation skills.
