Programme Manager, Head of Programmes and Projects

- Salary: €104k-€107K (Dependent on role & commensurate with suitable Qualification and Experience)

Iarnród Eireann, Irish Rail are now recruiting for a Programme Manager, Head of Programmes and Projects (HOPP), Infrastructure Management (IM) Department. The Programme Manager HOPP’s is responsible for the delivery of all IM specific projects such as East Coast Railway Infrastructure Protection Projects (ECRIPP) and all potential IM led projects that are likely to arise as a consequence of likely rail funding in the coming years.
This role will detail the development of procurement scope documents, liaison with Regulatory agencies (eg. National Transport Authority [NTA], Dept of Transport [DoT], Commission for Rail Regulation [CRR]) and other agencies and stakeholders to facilitate smooth and efficient programme and projects delivery.
The ever-evolving railway enhancements in Ireland resulted in the need arising for an Infrastructure Head of Programme and Projects (HOPP) department. The key functions of the department are, to lead and support all aspects associated with the management of Programme & Projects within IM. These are currently not limited to but do include the East Coast Railway Infrastructure Protection Projects (ECRIPP), existing infrastructure enhancements and the facilitating of the Waterford North Quays Transport Hub (approaching €500m approx. in value).
In addition, there is a need to provide a strong interface function between the Infrastructure Management function and the Capital Investment department in the development and delivery of Capital projects (upwards of €3bn plus projected over the next 10 years.) These include Dart +, CMATS, Limerick regeneration, Athenry /Galway projects, Foynes freight line, etc. specifically, the elements of these projects that interface with the live operational railway require significant safety assurance, procurement and construction strategies that are developed in conjunction with the Infrastructure Head of Programmes and Projects. This function Head guides the development of procurement scope documents, arranges the provision of IM interface staff and operatives to facilitate the smooth and efficient delivery of internal and external programmes of work on the operational railway.
Essential Requirements:
- An Engineering, Construction or Project Management degree or equivalent
- Minimum of 10 years’ experience delivering projects appropriate to the role and purpose of the position
- Member of the Institute of Engineers of Ireland or other relevant professional body
- Demonstrated management capability appropriate to the role and purpose of the position
- Demonstrated Project and Programme management capability appropriate to the role and purpose of the position
- Demonstrated Safety Management capability appropriate to the role and purpose of the position
