Project Planner (Navan Line) Capital Investment Division – Iarnród Éireann

Iarnród Éireann are seeking an experienced Project Planner to join Iarnród Éireann’s Navan Line Programme. Supporting the development, construction and delivery of this nationally significant rail project.
The Role
Reporting to the Commercial Manager for the Navan Line, the Planner is responsible for developing, managing and tracking the integrated master programme for the Navan Rail Line (M3 Parkway to Navan), using Primavera P6/Oracle Primavera Cloud. This includes incorporating design, procurement and construction activities from IÉ and delivery partners, reviewing programme submissions from contractors/consultants, coordinating schedules and supporting contract administration. The Planner will work closely with the Commercial Manager to ensure scope, schedule, cost, risk and resources are fully aligned with project objectives.
Key Responsibilities:
- Develop and maintain the Master Programme, ensuring full integration of design, procurement, construction, and commissioning phases
- Coordinate the preparation of target construction and procurement schedules
- Review and provide commentary on consultants’ and contractors’ programmes for feasibility, logic, and compliance with contractual and project objectives
- Track and report actual progress against planned, highlighting deviations and slippages in critical path activities
- Support the preparation of contract documents including programme-related requirements
- Evaluate change orders, extension of time claims, and support dispute resolution processes
- Maintain and update the Project Execution Plan monthly
- Analyse programme trends, identify risks, and recommend mitigation strategies
- Prepare monthly status reports and support the preparation of quarterly and exception reporting
Essential Requirements:
- Degree in Engineering, Quantity Surveying, or Project Management
- Minimum 10 years' experience in project planning and programme management for major projects, ideally linear transport infrastructure projects
- Demonstrated experience in Primavera P6 and/or Oracle Primavera Cloud
- Strong knowledge of the full project lifecycle: design, procurement, construction, and commissioning
- Familiarity with public sector project management and cost governance frameworks and contracts e.g. NEC4, CWMF
- Strong Microsoft Office skills, particularly Excel
Desirable Skills and Experience:
- Chartered membership of a recognised professional institution (e.g., Engineers Ireland, APM, PMI)
- Experience on railway infrastructure projects
- Experience working in a multidisciplinary team
- Understanding of safety assurance, stakeholder management, and construction interface planning

- Excellent verbal and written communication
- Attention to detail while maintaining strategic focus
